Prioritization frameworks explained

Backlog Boss teaches the prioritization frameworks product managers, tech leads and architects use most: MoSCoW, RICE, ICE, WSJF, Cost of Delay, Value vs Effort, Eisenhower, weighted scoring, risk-based prioritization, Kano, opportunity scoring, technical debt prioritization, architecture work, PIE, Buy a Feature, affinity mapping and Jobs to be Done. Practice with live calculators, rank real backlogs in the game and test yourself with 39 quiz questions.

Key formulas

  • RICE = Reach × Impact × Confidence ÷ Effort
  • ICE = Impact × Confidence × Ease
  • WSJF = Cost of Delay ÷ Job size
  • Opportunity = Importance + (Importance − Satisfaction)
  • Risk = Probability × Impact

Frequently asked questions

What is the best prioritization framework?

There is no single best one. Use MoSCoW for release scope, RICE for features with usage data, ICE or PIE for quick experiments, WSJF for portfolios with many teams, Kano for discovery and risk-based prioritization for technical and security work.

How do you calculate a RICE score?

Multiply Reach by Impact by Confidence and divide by Effort. Reach is people per period, Impact uses a 0.25 to 3 scale, Confidence is a percentage and Effort is in person-months.

What is WSJF?

Weighted Shortest Job First divides Cost of Delay by job size. In SAFe, Cost of Delay is the sum of business value, time criticality and risk reduction or opportunity enablement, usually on a Fibonacci scale.

What is the difference between MoSCoW and RICE?

MoSCoW sorts items into Must, Should, Could and Won't buckets for a release. RICE produces a numeric score for ranking. Teams often use MoSCoW for scope and RICE to rank items inside a bucket.

How do you prioritize technical debt?

Translate it into business terms: incidents per quarter, slower delivery, security or compliance risk. Score it on business impact, risk reduction, development speed and stability against effort.
